Complete example with both belt loops intact and has one original percussion cap that was found inside.  Exterior flap marked: “R. White U.S. ORD DEPT. SUB INSPECTOR”.  Interior marked S.H. Young & Co, Newark N.J. Pouch shows some flaking. The leather is pliable and opens easily. An excellent Civil War artifact at a reasonable price.
